KYOTO / FIELD HELP
Safety & Emergency
Decide whether you need immediate help, then call the right service.
Immediate danger · emergency numbers
Not breathing, unconscious, heavy bleeding or fire: call now.
Tell the operator what happened and give the location (an address or clear landmark, if possible). Kyoto 119 offers phone interpretation in English, Chinese, Korean, Spanish and Portuguese. If you do not speak Japanese, say “fire” or “emergency” in one of those languages and stay on the line until an interpreter joins.
01 / NOT AN EMERGENCY
Need medical advice?
For sudden illness or injury that needs advice but is not immediately life-threatening, call Kyoto Prefecture #7119 (24 hours, every day). A nurse can advise whether to seek care and help locate a medical facility. The advice is free; call charges apply. If the short code does not connect, try 0570-00-7119. This is a consultation line, not an emergency dispatch service; call 119 for severe symptoms.
Kyoto Prefecture’s official #7119 page does not list supported languages. For visitor assistance in English, Chinese or Korean, call JNTO’s Japan Visitor Hotline at 050-3816-2787 (24 hours, year-round). For life-threatening emergencies, call 119 first. JNTO information ↗
02 / LOST PROPERTY
Lost passport or belongings
- Passport
- Report it at a nearby police station or police box (koban) and obtain a loss certificate, then contact your embassy or consulate about replacement. Documents and appointment rules vary by country.
- Wallet, phone or bag
- Contact the place where you may have left it. If it was lost on the street, report it to a nearby police station or koban.
- Bus, subway or taxi
- Contact the operator’s lost-property desk as soon as possible. Keep the route, stop and approximate time ready.
03 / EARTHQUAKE · HEAVY RAIN · TYPHOON
If a disaster happens
- 01Protect yourself first: cover your head during an earthquake and stay clear of damaged buildings. During heavy rain or typhoons, follow local warnings and staff instructions.
- 02Do not rush to the station with the crowd. Kyoto’s official guidance says to shelter first at a nearby emergency evacuation area, where transport and disaster information is available.
- 03Check Kyoto City’s multilingual disaster updates, evacuation locations and railway status, then follow evacuation instructions.
